Enable bandwidth limitation for all users
(Unix users and virtual users).

Bandwidth is specified in kilobytes/seconds.

PROFTPD_ALLOW_CHMOD_#_TYPE
Type of configuration element (U Username, UR UsernameRegex,
G Groupname, GR GroupnameRegex)
PROFTPD_ALLOW_CHMOD_#_ELEM
Configuration element. E.g. root (Username), user (Groupname),
^ftp (UsernameRegex, all Usernames starting with ftp),
^group[0-9] (GroupnameRegex, all users in groups starting with
group followed by a number.
- Fixed errors
PROFTPD_SYSTEM_LOG='NONE' and
PROFTPD_TRANSFER_LOG='NONE was handled wrong.
File /etc/logrotate.d/proftpd was generated wrong,
when PROFTPD_SYSTEM_LOG and PROFTPD_TRANSFER_LOG
where set to 'NONE'.

Anonymous user are allowed to use ftp.

Avoid error message
mod_ctrls/0.9.5: error: unable to bind to local socket: Address already in use
- Dropped NoCertRequest from TLSOptions.
Avoid warning
mod_tls/2.7: NoCertRequest TLSOption is deprecated
- Changed GID of virtual users from 1000 to 5000
to avoid problems with group proftpd.
/var/install/bin/add-group creates a non system GID
(e.g. 1000) since 20190901.
Files and directories in /home/virtualhome, having
GID 1000, will be changed to GID 5000 on installation.
- Changed AuthOrder

now: AuthOrder mod_auth_file.c mod_auth_unix.c
mod_auth_unix.c* did not allow virtual users to use the ftp daemon.
Order now conforms to the order that was used in package pure-ftpd.

with the same name exist.

linux-virtual: check for linux user before virtual user.
